Welcome to the State Health Benefit Plan’s (SHBP) 2020 Retiree Option Change Period (ROCP) for the 2021 Plan Year. ROCP gives our members the opportunity to review current Plan Options and make changes to coverage based on needs.*
This year, when it may be safer to stay at home, the SHBP will have 2020 ROCP Educational Sessions that you can attend via computer or by phone.
See below for information, like schedules for each type of ROCP event and instructions how to join by phone or online. RSVP to reserve your space for an ROCP event. Call the reservation agents at 855-477-4455 to discuss your meeting preference. RSVP hours are 8am-8pm local time, Monday to Friday, and the lines will be available during the ROCP period.Your reservation is not a guarantee of availability. Meeting capacity is filled on a first come, first serve basis.
*During the ROCP, enrolled Retirees shall be given an opportunity to change their Plan Option to any Plan Option for which the Retiree is eligible. Retirees cannot change their Tier (i.e., add dependents) during the ROCP.

SHBP Enrollment Portal 24 Hours a Day/7 Days Per Week
SHBP Member Services Extended Hours for Open Enrollment and ROCP: Monday – Friday 8:30 a.m. to 7:30 p.m. ET (normally to 5:00 p.m. ET)
There are no 2021 benefit plan changes for the Medicare Advantage Plans. SHBP will continue to offer Medicare Advantage with Prescription Drugs (MAPD) Preferred Provider Organization (PPO) Standard and Premium plan options through Anthem or UnitedHealthcare.
What is new for 2021? SHBP ROCP Educational Sessions will NOT be offered in-person. Instead, SHBP Retiree members can attend a ROCP Educational Session online or by phone. To RSVP for an online or teleconference ROCP Session, call 855-477-4455 to discuss your meeting preference. RSVP hours are 8am-8pm local time, Monday to Friday, and the lines will be available during the ROCP period.

While we recommend you call the RSVP number above to reserve your space at the meeting that best fits your schedule, your reservation is not a guarantee of availability. Meeting capacity is filled on a first come, first serve basis.
If SHBP does not receive an election from you through the website, or by contacting SHBP Member Services, you have made a decision to take the default coverage below:
Currently Enrolled in a SHBP Medicare Advantage Plan Option in 2020: If you are enrolled in a Medicare Advantage with Prescription Drugs Preferred Provider Organization Plan Option in 2020, you will remain in your current Medicare Advantage Plan Option and Tier with your current Medical Claims Administrator for the 2021 Plan Year.
Currently Enrolled in a SHBP Commercial (non-Medicare Advantage) Plan Option in 2020: If you are enrolled in a Commercial (non-Medicare Advantage Plan) Option in 2020, you will remain in your current Plan Option and Tier with your current Medical Claims Administrator in 2021.
Currently Enrolled in TRICARE Supplement in 2020: If you are enrolled in the TRICARE Supplement in 2020, you will remain enrolled in the TRICARE Supplement for 2021.
NOTE: If you paid a Tobacco Surcharge in 2020, it will continue to apply. If you did not pay a Tobacco Surcharge in 2020, you will not pay one if you default coverage. The Tobacco Surcharge does not apply to Medicare Advantage members.
