Below are answers to frequently asked questions for members who are currently enrolled in the HDHP or are considering enrollment and opening an HSA.

 

  • How do members enrolling in a HDHP notify their employer that they would like to contribute pre-tax payroll deductions to their HSA?
    • Members enrolling in a HDHP can notify their employer of their interest in pre-tax HSA payroll deductions by answering “Yes” to the following HDHP survey question on the SHBP Enrollment Portal:

    “Are you interested in opening a Health Savings Account (HSA) through Optum Bank that will be funded through your pre-tax payroll deduction?” 

    After selecting “Yes”:

    • Members will complete the registration and follow the instructions in the email they will later receive from their employer, explaining how to open an Optum Bank HSA.
    • Members may provide their employer with their desired pre-tax contribution, or the employer can request the member’s desired pre-tax contribution.

    OR

    • Members can contact their employer to request assistance with opening their pre-tax HSA with Optum Bank.
    • Members may provide their employer with their desired pre-tax contribution, or the employer can request the members desired pre-tax contribution.

     

    Note: Selecting “Yes” to the survey question on the SHBP Enrollment Portal DOES NOT automatically open a Health Savings Account (HSA) through Optum Bank. It simply notifies the member’s employer of their interest in establishing an account, prompting follow-up communications.

  • How do members who are currently enrolled in the HDHP with an Optum Bank HSA and are contributing post tax dollars begin contributing pre-tax dollars?
    • UnitedHealthcare will ensure existing Optum Bank accounts are transitioned to the designated group number and payroll location. These members DO NOT need to open a new account.
    • These members will auto populate under your Optum Bank payroll manager portal.
    • Members may provide their employer with their desired pre-tax contribution, or the employer can request the member’s desired pre-tax contribution.
    • If a member is not changing their elections, they can contact their employer to request assistance in opening an HSA with Optum Bank and begin making pre-tax HSA payroll contributions.

     

    Note: Members should consider discontinuing any existing post tax funding through their financial institution to ensure they don’t exceed the annual IRS thresholds.

  • What actions should members take if they are currently enrolled in the HDHP with an HSA using a different financial institution and contributing post tax dollars?
    • Members can notify their employer of their interest in pre-tax HSA payroll deductions by answering “Yes” to the following HDHP survey question on the SHBP Enrollment Portal:

    “Are you interested in opening a Health Savings Account (HSA) through Optum Bank that will be funded through your pre-tax payroll deduction?” 

    After selecting “Yes”:

    • Members will complete the registration and follow the instructions in the email they will later receive from their employer explaining how to open an Optum Bank HSA.
    • Members may provide their employer with their desired pre-tax contribution, or the employer can request the member’s desired pre-tax contribution.

    OR

    • Members can contact their employer to request assistance with opening their pre-tax HSA with Optum Bank.
    • Members may provide their employer with their desired pre-tax contribution, or the employer can request the member’s desired pre-tax contribution.
    • Once the Optum Bank HSA is active, members can contact Optum Bank at 866-234-8913 for assistance with consolidating HSA funds under their new Optum Bank HSA.

     

    Note: Members should consider discontinuing any existing post tax funding through their financial institution to ensure they don’t exceed the annual IRS thresholds.

  • How do members contact Optum Bank for questions specific to their HSA?
  • Where can members who are currently enrolled in the HDHP or are considering enrollment and opening an HSA find more information?
  • When can a member enroll in an HDHP?
    • Members may only enroll in a HDHP during Annual Enrollment or upon experiencing a Qualifying Event.
  • What if a member did not notify their employer of their interest in pre-tax HSA payroll deductions by answering “Yes” to the following HDHP survey question on the SHBP Enrollment Portal:

    “Are you interested in opening a Health Savings Account (HSA) through Optum Bank that will be funded through your pre-tax payroll deduction?” 

    • Members will not be able to make changes to their survey question outside of processing their OE/ROCP election or declaring an election due to experiencing a Qualifying Event
  • Who do payroll managers contact for support on the Optum Employer Portal?
    • Contact Employer Services Support at 866-988-2006, Monday–Friday, 8:00 AM–8:00 PM Eastern Time, or email [email protected] (allow two business days for a response) for assistance.
  • How do payroll managers access members’ elections that indicate interest in opening an HSA?
    • ADP will post the full report of all members that actively enrolled in the HDHP Plan for Plan Year 2026 in the Employer’s “From_ADP/HSA_Report” folder in SHRT.
    • The report will have the file name:

          HSA_Survey_Results_PRL#_MMDDYYYY.csv

     

    Note: Employers must have access to the Enrollment Portal and SHRT to access this file.

  • When will a member’s HSA survey response be included in ADP’s new report?
    • ADP will include survey responses in the New Report only if the member has answered the question in the Enrollment Portal since the last report was generated.   

    If, for example, the member:

    1. Works directly with their employer to change whether they want their H.S.A. deduction to be pre-tax, then it will be between the employer and UHC to setup the Optum bank account on behalf of the member;
      1. Works directly with their employer to change whether they want their H.S.A. deduction to be post tax, then it will be between the employer and UHC to stop the contributions from being sent to Optum;
      2. Chooses to have a passive Open Enrollment;
      3. Bypasses the medical election page;

     

    then the member will not appear on the New Report.

  • When will employers be provided the updated reports of which members answered “Yes” to the HDHP survey question on the SHBP Enrollment Portal?
    • The report will be provided monthly on the 2nd of each month – even if it falls on a weekend. The first report will be delivered off-cycle – on 11/14 – to coincide with the AE payroll files being delivered.
    • The report will have the file name:

          HSA_Survey_Results_PRL#_MMDDYYYY.csv

  • How long will the monthly reports from ADP remain active online?
    • Monthly reports are maintained online for 90 days.
