Employer OPEB & GASB FY2018

The Georgia Department of Community Health (DCH) administers the two State of Georgia Other Post-Employment Benefit (OPEB) Plans: 1) the state OPEB Fund for state organizations, technical colleges, community service boards, and public health departments, and 2) the school OPEB Fund for local school systems, libraries, and regional educational service agencies. New GASB 75 accounting standards impact the way OPEB plans are reported. These new standards result in the recognition of liabilities that have always existed but are now required to be reported in the financial statements of each cost-sharing employer which includes your organization. Employer Packets

DCH Finance began emailing Employer Packets on May 31, 2019. If you have not yet received your Employer Packet, please see DCH Finance contact below.

On July 1, 2019 employer packets for individual employer required disclosures and supplementary information will be located in the SHBP State Health Repository Tool (SHRT) portal where employers access their monthly premium billing reports, in a folder named “OPEB.” Employers may access SHRT by logging into the SHBP Enrollment Portal here:https://myshbpga.adp.com/shbp/

Note: Contract Employers including critical access hospitals and healthcare centers, school board members and certain retiree payroll locations are excluded.
