Annuitant Years of Service Subsidy Policy Review Process

The Annuitant Years of Service Subsidy Policy Review Process (“Review Process”) is only available to Retirees; therefore, Active and Former Employees are not Eligible for the Review Process.

In December 2011, the Board of Community Health passed a resolution adopting the Annuitant Years of Service Subsidy Policy (“New Policy”). This Policy affects premiums for Retirees who: 1) were not Annuitants enrolled in SHBP on January 1, 2012, 2) were not Former Employees enrolled in SHBP on January 1, 2012 and 3) were Active Employees who had less than five years of service in a State retirement system on January 1, 2012. The Review Process allows Retirees to request that SHBP review their individual situations to determine whether they are subject to the New Policy and/or their years of service used to calculate their subsidy under the New Policy.

Note on Years of Service: SHBP does not have access to an individual’s years of service until the individual retires and SHBP receives the monthly new retiree file from the individual’s applicable State retirement system.

Timely Request for Review Process: This form and any required documentation must be submitted at the same time to SHBP no later than 90 days after your Date of Retirement or Re-Retirement.

After Requesting Review Process:

  • You will receive an automated acknowledgement email.

  • You must continue to make premium payments as billed or your coverage will be terminated. When your SHBP coverage is terminated, it CANNOT be reinstated unless you return to work in a benefits eligible position that offers SHBP coverage. Therefore, you will no longer be eligible for coverage with the SHBP. Special Note for Retirees: If your premium exceeds a certain amount determined by SHBP each year, you will be placed on Direct Pay and be billed directly. This means your premiums will not be deducted from your annuity (i.e., retirement check). It is your responsibility to ensure that you are timely submitting your monthly premiums to SHBP.

  • You must continue to comply with all SHBP Eligibility and Enrollment Provisions.

Response Time for Review Process: Within 30 days of submitting your Request for Review, you will receive a determination from SHBP on based on information we received from your applicable State retirement system(s) whether you will remain subject to the Annuitant Years of Service Subsidy Policy (New Policy) and/or whether your years of service have been corrected by your Applicable State retirement system(s), or whether you are now subject to the Annuitant Basic Subsidy Policy (Old Policy).

If we do not receive corrected information from your applicable State retirement system(s) and/or if you fail to provide a date you requested corrected information be transmitted to SHBP, you will receive a determination from SHBP indicating that you will remain subject to the Annuitant Years of Service Subsidy Policy.
